Brown’s 36-hole score of two-under par 141 was one shot clear of Horsham’s Scott Boschen.
Thurgoona’s Tim Purtill was a further four shots back in third place.
Brown set up his victory with a brilliant 67 in the opening round. It was the only sub-70 round of the tournament.
Axedale’s Lex Johnstone was the best-placed central Victorian golfer in 12th place with rounds of 73 and 78.
Rohan Dawkins was the best-placed Quarry Hill member in 24th place with rounds of 75 and 80.
Bendigo’s Travis Ely finished in 30th place with rounds of 75 and 82.
Elmore Golf Club’s Mitch Whittle took out the best overall nett trophy after posting a two-round total of 128.
Whittle, who plays off a handicap of 17, won on a count back from Ocean Grove’s Trevor Poole. Dimboola’s Michael Fitzgerald was third on 129. Whittle’s second round of 79-17-62 earned him the best 18-hole nett trophy for day two.

Next year’s event will be held at Bannockburn Golf Club.
