Higgins fought from a 0-4 deficit to win his semi-final clash with Jamie Jones at Bendigo Stadium.
Gould scored a 6-1 victory against Stephen Maguire.
Ranked at 13 in the world rankings, Higgins is chasing a 27th ranking title.
Gould is 26th in the world rankings and been on a superb roll in this week’s play at Bendigo Stadium in West Bendigo.
His only previous final was when runner-up at the 2011 Players Championship.
In the semis, Jones racked up breaks of 78, 51 and 96 on his way to a 4-0 lead.
A four-time world champion, Higgins won the next five frames which included a break of 133 in the ninth to lead 5-4.
A break of 92 in the next clinched a memorable victory.
Gould raced to a 4-0 lead in which he scored breaks of 54, 82 and 87.
Glasgow's Maguire pulled one back with a 61, but scored just one point in the last two frames as Gould sailed through, sealing victory with a break of 100.
First to nine frames in Sunday’s final will pocket $75,000.
The contest hits off at 2pm when eight frames are played.
The remainder in the best-of-17 contest will start at 7pm.
