The Australian star was beaten 5-4 by Matthew Selt in Tuesday night's first-round match at Bendigo Stadium.
Runner-up at Bendigo the past two years, Robertson was down 4-09 as Selt racked up high breaks of 83 and 63.
Robertson fought back to 4-4 as he won the eighth frame on the last black.
A 55-minute deciding frame went to Selt, ranked 30th in the world, as he potted the final blue after a long safety battle.
Selt now faces qualifier Mark Joyce, who scored a surprise 5-2 win against Mark Allen as he achieved breaks of 85 and 73 in the last two frames.
Michael Holt top scored with 75 in a 5-0 win over Gerard Greene.
A top run of 84 was a highlight of Joe Perry's 5-3 victory against Jamie Burnett.
