The Nationals will hold their state conference in Echuca this weekend, where members will be able to put forward and debate policy ideas and positions.
A motion to call on the federal government to scrap the Renewable Energy Target - put forward by the Young Nationals - is among the 46 motions up for debate.
The party is also expected to reaffirm its support for cattle grazing in the Alpine National Park and debate ways to be an effective opposition for the next 12 months.
Electoral reform is also on the agenda, including electronic voting and Upper House changes.
Mr Drum said education and schooling remained the most important issue facing regional communities.
"Until we correct the fact that regional schools are far behind their city counterparts, then other work in the country will be overshadowed," he said.
"In government, we didn't do as well as we would have liked, but there is only so much you can do with four years of government.
"The problem is that it takes a generation for outcomes to be realised. The most important thing is that we completely understand the issue."
Federal Nationals leader Warren Truss will make a keynote speech at the conference, which starts on Friday night.
The Nationals endured a tough Victorian election in 2014, losing the traditional Nationals seat of Shepparton and only winning two Upper House seats.
New Nationals MPs Steph Ryan and Emma Kealy won their seats in Euroa and Lowan, resulting in Ms Ryan being made the state's Deputy Leader.
Mr Drum said he looked forward to hearing from the party's rank and file membership.
"It's a real opportunity for members to come along and debate motions, to see that pure democracy," he said.
"We just have to keep the pressure on the current government.
"The Nationals are the only party that solely represents the regions."
The conference will be first with Member for Murray Plains Peter Walsh as the Victorian Nationals leader.
