The L-plater, a 21-year-old Bendigo man, had no experienced driver with him and a blood alcohol level of 0.128 per cent.
The crash happened about 11pm in North Bendigo on Prouses Road, near the intersection of Nolan Street.
Police said the man lost traction in his Ford sedan when doing a burnout.
He crashed into the 47-year-old woman’s Mazda wagon, pushing it off the road and into a wooden fence.
The woman sustained rib and chest injuries in the crash and was taken by ambulance to the Bendigo hospital in a serious but stable condition.
Both vehicles were extensively damaged and towed from the scene.
The L-plater was taken to the Bendigo police station for blood alcohol testing. He will be charged and summonsed to court.
The crash came as Victoria Police released its Bendigo results for Operation Super Ardent.
Police targeted poor driver behaviour between July 13 and August 27 as part of the operation and detected 2828 offences.
These included 1575 speeding offences, 288 mobile phone offences, 103 seat belt offences and 35 drink-driving offences
Bendigo police also issued 238 defective vehicle notices, and caught 34 unlicensed drivers, 98 unregistered drivers and 23 disqualified or suspended drivers.
