Bendigo Highway Patrol Sergeant Geoff Annand said the 59-year-old was pulled over in Victoria Street, Eaglehawk, about 7.50pm.
He said the man's driving behaviour initially brought him to the attention of police.
"He was travelling at a very low speed, perhaps about 30 kilometres an hour in a 50km/h zone," Sergeant Annand said.
"He was slow to react at a red light."
He said a preliminary breath test revealed the presence of alcohol and a BAC of 0.217 was later taken at Bendigo police station.
Sergeant Annand said the man's licence was immediately suspended.
The man is due to face court on charges including drink driving, driving under the influence and being drunk in a public place.
