Speaking at Ulumbarra Theatre on Friday, Member for Bendigo West Maree Edwards said the $15 million from the state government remained on the table.
"It's up to the federal government to contribute their share of the funding, which hasn't happened, despite promises before the last federal election that it would happen," she said.
"The City of Greater Bendigo is now working on its own budget, so we will wait and see whether they are prepared to put in a contribution."
The previous state Coalition government contributed $15 million to the project in last year's budget, still requiring $15 million combined from the federal government and City of Greater Bendigo for the project to go ahead.
The Kangaroo Flat Aquatic Centre is planned on Browning Street, at the site of the current Kangaroo Flat Leisure Centre.
Premier Daniel Andrews said the best outcomes came when all governments worked together.
"The federal government has talked a good game when it comes to the pool, let's hope that they're there to provide a bit more than words," he said.
"I'm sure that in that context, the council will be keen to be an important part of that project and so many others.
"When the political argument and fights get put aside, you tend to get good outcomes."
