The 18-year-old driver was pulled over by police on the Calder Freeway near Faraday in the northbound lanes heading toward Bendigo at 3am.
She is believed to be on her red p-plates.
The Subaru wagon she was driving was impounded.
Castlemaine Sergeant Mark Herman said the vehicle had another 18-year-old passenger and a 15-year-old passenger, all three women.
He said the woman would face court at a later date charged with driving at a speed dangerous.
"This is a reminder that police are still out there even in the early hours of the morning," he said.
