The Moonlight Markets are the brainchild of Tom Salmon and Linda Whillance.
"Linda and I were thinking about how under utilised the mall was - it's a great space. On the weekend at night all the shops are closed and the space is not used for anything," Mr Salmon said.
The market will include 80 stalls, with the focus on entertainment and food.
"It's not just a place where you have to shop. You can go along and enjoy some really good food and listen to some live music ," Mr Salmon said.
Ms Whillance said the pair were taking inspiration from the night markets in Melbourne.
"We want it to be eclectic and cultured," she said.
Other ideas include live art and a space for young, emerging artists.
