Mr Milford, the committee treasurer, has been helping to organise the annual event for 20 years.
He said it was his love of local history that inspired him to lend a hand.
"I had a real interest in the local history and haven't stopped since (first joining)," he said.
"It's great to get out and meet people. If you didn't join then you would never get to meet your neighbours. I have made lots of friends."
More than 3000 people are expected to flock to Harcourt for the festival on Saturday and Sunday.
This year's art show has attracted a record number of entries, with 190 pieces on display, about 30 more than the previous year.
Mr Milford said he was also heavily involved in the organising of the festival's art show. He said the entire festival had grown bigger since it was founded 25 years ago.
"It's going to be bigger and better than previous years," he said.
In his spare time, Mr Milford said he enjoys minding his grandson.
