A police van attempted to intercept the vehicle in Gisborne at about 3.30am but it is alleged the 20-year-old learner driver did not stop.
The van pursued the vehicle for a short time but police said the chase was terminated when the car reached speeds in excess of 145 km/h.
The car crashed soon after when it failed to negotiate a right turn at high speeds.
The driver and two passengers ran away from the vehicle.
The passengers were quickly apprehended.
The dog squad was called in to locate the driver, who was found in a paddock.
Police said the car involved was unregistered with false plates.
The driver was charged with a string of traffic and criminal offences including evading police.
A small amount of marijuana was found on one of the passengers, who was charged with possession.
The driver will appear in court in Kyneton May 11.
