Active and Healthy Communities manager Patrick Jess said the increase in commercial training groups using public spaces had prompted the council to develop a Commercial Use of Public Open Space Policy.

"We've got the point where we need to put in some kind of guidelines," he said.

"The feedback we've had from fitness providers is they would like to see some sort of system where they can book spaces."

He said it was important to ensure there was a sustainable balance between people using public open spaces informally, such as for walking and relaxing, and those using them more actively in large fitness groups.

“Aside from fitness ventures, open space is also in demand for weddings and events, such as last year’s Mad Hatter’s Tea Party at the Bendigo Botanic Gardens," he said.

“A consistent approach is required across all public open space to ensure access is fair and equitable for everyone, and there is not a clash between commercial ventures and people wanting to pursue their own recreation activities.”

But he stressed the council didn't want stop group fitness activities.

"We think it's great people are using trainers to improve their health," he said.

"It's about managing it and regulating it."

3T Fitness trainer Sophie Hawken said she had a good relationship with council and welcomed the review.

She said she wouldn't mind paying fees to use public spaces, and had already registered her business with the council.

She said she hosted group training sessions at Lake Weeroona every day, with classes ranging in size from eight to 20 people.

As part of the policy development, the council is running two information sessions for outdoor fitness providers.

The sessions will take place on Tuesday, February 24 at the Bendigo Libarary from 2pm - 3.30pm and 6pm - 7.30pm.
