Racing off the backmark of 95m in the final, Schultz proved too strong for fellow Bendigo riders Nicholas Simpson (165m) and Luke Knox (140m).
The frontmarkers, led by Dean McNamara (215m), Taylor Anstee (215m) and Peter Mazarella (240m), had a handy break with two laps to go in the 2000m event, but were reeled in with 200m to go.
Schultz powered home over the top of Simpson and Knox to win in a time of 2:03.78.
"I came here with an open mind and not too many expectations,'' Schultz said after the win.
"I felt good in my heat and rode well, so I thought I was a chance going into the final.
"I wasn't too worried with a couple of laps to go because I hadn't done much work and I knew I had one good sprint left in me."
Schultz's win capped Bendigo's domination of the meet.
Young gun Braeden Dean took out the men's keirin final, while Imogen Jelbart was unstoppable in the women's events, winning the omnium, the 2000m wheelrace and the A grade scratch race.
