Paul Banks put the lots on the market this week after receiving a planning permit from the City of Greater Bendigo.
He said three parties were interested in the land and he had already turned down one offer.
"If you have seven acres overlooking one of the country's greatest architectural sites, you're definitely going to get interest," Mr Banks said.
"If people want to see Fortuna Villa survive, then this is the only way."
One block of land is 6.9 acres and the other is 2.5 acres. Townhouse-style housing is a likely option for the land.
The sites were still subject to a Heritage Victoria permit, which the owner had applied for.
Mr Banks said the lots could be placed on the market regardless of the permits.
"At the end of the day, if you own something you can sell it. It will just be 'subject to'," he said.
