The hotel's application for 20 extra machines was approved by the Victorian Commission for Gambling and Liquor Regulation earlier this year, but the council is challenging the legality of the decision.
Planning and development director Prue Mansfield previously told the Bendigo Advertiser the council's case was based on laws prohibiting gaming venues in strip shopping centres.
Hotel owner Jim Hogan has said he plans to use revenue from the machines to pay for a $4-million redevelopment of the hotel.
Mr Hogan declined to comment on Tuesday.
The hearing will go for two days.
