Ms Allan focused on TAFE funding and skills during her campaign in Bendigo, and also questioned the former government's commitment to expanding rail services in Bendigo.

She advocated strongly for Bendigo Metro Rail.

Ms Allan said she was prepared to step up to the high profile positions.

"Having previously been responsible for regional development and industries, jobs is something that I have always had a focus on and experience in," she said.

"Rail has also been something I have been interested in. I believe rail can play a vital role in connecting our communities together."

Ms Allan said she would work towards delivering the promised "Back to Work" agenda, creating 100,000 jobs in two years.

As Public Transport Minister, she would also be responsible for removing the promised 50 level crossings in Melbourne.

Making Bendigo Metro Rail a reality was also an aspiration.

"Obviously the Bendigo Metro Rail is something very dear to my heart," Ms Allan said.

"I will also be having discussions with the Federal Government over delivering Melbourne Metro Rail."

Her shadow portfolios - Agriculture and Regional Development - went to Western Victoria MLC Jaala Pulford.

Former Shadow Public Transport Minister Jill Hennessy will now be Health Minister.

During the swearing in ceremony at Parliament House in Melbourne this morning, Premier Daniel Andrews welcomed James Merlino as Education Minister and Tim Pallas as Treasurer.

Geelong-based MP Lisa Neville was named Minister for Environment, Climate Change and Water.

Martin Foley scored a number of portfolios. He will serve as Minister for Mental Health, Equality, Disability, Ageing, Housing and Creative Industries.

Martin Pakula has been named Attorney-General and Racing Minister. Wade Noonan takes on Police and Corrections portfolios.

Youth Affairs and Families and Children went to Jenny Mikakos.

Fiona Richardson takes on the role of Minister for Women and Minister for the Prevention of Family Violence.

The new cabinet will meet informally this afternoon.
