Playing in the tough afternoon conditions, Herbert dug deep to shoot an even par 71 to be right on the cut line at four-over for the tournament.
The 18-year-old amateur will start the third round nine shots behind leader Greg Chalmers.
The news wasn't so good for Bendigo professionals Andrew Martin and Kris Mueck, who both missed the cut.
Martin shot a 12-over par 83 in his second round to finish 14-over for the tournament, while Mueck fired a six-over par 77 on Friday to be 12-over for the $1,250,000 event.
