He also questioned their commitment to the Bendigo Tennis Complex.
Labor's election costings were released on Thursday.
Mr Drum said $17 million from the $35 million Strategic Sporting Infrastructure Program had been moved to a "discretionary fund". The funding had previously been set for Bendigo's two projects.
The remaining $18 million in the program had remained for a project in Moorabbin.
He said Labor's $100 million sports and recreation fund was "just a continuation" of a government funding scheme from successive state governments and could not cover the projects.
"The maximum funding you can find for a pool project in this scheme is $3 million," Mr Drum said.
The $30 million Kangaroo Flat Aquatic Centre includes a $15 million contribution from the state government, announced in this year's State Budget.

Mr Drum said the project was yet to be signed off by the City of Greater Bendigo, meaning Labor could place it in a discretionary fund. He said the costings were a "cold blooded" attack on the Bendigo projects.
The council and state government were still waiting on a federal contribution to fully fund the project.
Speaking at the Bendigo Tennis Complex on Friday, Mr Drum said it was "not a federal issue at all".
Labor Member for Bendigo West Maree Edwards said the party was fully committed to the aquatic centre and tennis complex.
"We have no intention of redirecting funding away from these projects at all," she said.
"The $15 million has been included in the State Budget papers.
"Damian Drum hasn't persuaded Warren Truss for funding yet. They have failed more broadly to convince the federal government."
Member for Bendigo East Jacinta Allan also questioned Mr Drum's interpretation of their costings, describing his concerns as "complete and utter nonsense".
"This is a desperate distraction from someone who has been missing in action for the last five weeks," she said.
The City of Greater Bendigo chose not to comment on the issue.
