The two youths, 17, were interviewed by police on Wednesday after a pig's head was allegedly thrown at a Newcastle mosque earlier this month.
Newcastle police said the pair made admissions about the incident during the interviews.
Authorities will seek to deal with the pair under the restorative justice provisions of the act.
