Herbert is one of three tied for third after three rounds.
Herbert fired a -7 course record 65 on Saturday following earlier rounds of 75 and 70.
He is two shorts off leader Paul Spargo (-8) and one behind second-placed Michael Wright (-7).
"I was quite fortunate to get out before the weather really hit," Herbert said.
"That wind was really tough on the last four holes."
Herbert will tee off at 1.06pm on Sunday.
Neangar Park's Andrew Martin is tied for 24th at -2.
Axedale's Kris Mueck is tied for 48th at +2.

MELBOURNE, Nov 22 AAP - Teen golfer Lucas Herbert made the most of the perfect morning conditions at Metropolitan to fire a course record and put himself in contention for the Australian Masters title.
The 18-year-old from country Victoria had a seven-under-par 65 to throw down the gauntlet to leader Michael Wright and defending champion Adam Scott.
Those two teed off around lunch-time with the increasing wind making life difficult for the later starters.
Wright, who was nine under heading into the third round, opened with a bogey while Scott had two as well as a birdie on the front nine.
Herbert had rounds of 75 and 70 on in the first two days but could do little wrong in his third effort.
The 65 left him at six under for the tournament.
His front nine went bogey, par, four straight birdies, par, and then two more two birdies.
He then had another three on the back nine and a bogey amongst his haul.
"I was quite fortunate to get out before the weather really hit," he said.
"That wind was really tough on the last four holes."
Another Melbourne amateur Todd Sinnott, 22, yesterday put himself in contention with a 67.
