The CA awards were presented on Friday night in Melbourne.
Coach of the national track endurance squad, Decker played a significant role in the Cyclones success at the world titles and the Glasgow Commonwealth Games.
Multiple world champion and teams pursuit star Glenn O'Shea was first coached by Decker at the Bendigo Bank Academy of Sport.
Both are past monthly winners in the Bendigo Bank Bendigo Advertiser-Prime 7 Sports Star of the Year award.
O'Shea is a three-time winner of Sports Star, which is now in its 50th year.
He was in the running for the CA track cyclist of the year award. The title went to Alex Edmondson.
The Sir Hubert Opperman Medal and 2014 Jayco Australian Cyclist of the Year award was Simon Gerrans.
Meanwhile, another of Bendigo's cycling stars, Jack Haig is the latest signing with Orica-GreenEDGE for the 2015 World Tour.
Haig was Best Young Rider in this year's Tour Down Under and Jayco Herald-Sun Tour.
The 21-year-old will join his new team-mates in Sunday's River and Ranges Winery Ride and team training camp.
“I really want to enjoy my career, a lot of it is about having fun and having fun with it often comes with doing well," he said.
