Education minister Martin Dixon announced the election pledge during a visit to the school on Friday.
Mr Bush said the school was "old and tired" and in urgent need of a refurbishment.
"The $4.8 million will mean we will be able to re-modernise the school and bring it up to a standard where the students will be able to succeed to the maximum and teachers will be able to have great facilities," he said.
Mr Bush said bigger classrooms, with sensory features would be one way in which funding would be used.
"(We would) expand the classrooms so we have got good classrooms," he said.
"But not only that, special classrooms like sensory classrooms that students on the spectrum really need and that is something we haven't been able to do because of the small size of the school."
Mr Bush said modern classrooms would allow teachers to set up "small teaching areas" in classrooms.
"It is going to make a big difference to teaching and therefore outcomes to the students," he said.
"Hopefully all students will find some active and production place to go to after (they leave Kalianna) because now we will be able to have better classrooms and teaching conditions."
The announcement comes after Labor pledged $1 million for a new school building in September.
