The former Australian Prime Minister has been remembered across the state.
People across Australia have paid tribute to his life and his many achievements.
One of his biggest supporters was David Kennedy.
Mr Kennedy was Federal Member for Bendigo between 1969 and 1972.
He developed a strong friendship with Mr Whitlam.
"He was an inspiration," he said.
Mr Kennedy remembered Mr Whitlam as a "larrakin" of parliament.
He said Mr Whitlam has "bowled us all over because he just kept cracking jokes."
"He was full of life," he said.
"He wanted others to enjoy their life."
Mr Kennedy said Mr Whitlam had nicknamed him Nap - short for Napolean.
"He said my hair curled down over my forehead like the famous French man," he said.
"He was often cracking jokes at his own expense.
"Mr Whitlam embodied the principals that progressive people held dear."
He said he was an inspiration to the people of Victoria.
"He was a great champion of liberty, equality and fraternity," he said.
"For a lot of Labor supporters the passing of Gough is a really personal thing.
"We admired him, cherished him and loved him.
"He stood for all we believed in.
"To lose him is to lose a sense of self."
