More than 100 people attended the meeting in September where council officers discussed the $30 million aquatic centre plan, and an alternative plan to retain the current centre.
Councillor Elise Chapman will present an alternative motion for council to investigate the Coliban Water site on Alder Street as an alternative location for the aquatic centre.
She said it would be unnecessary to pull down the leisure centre if there was a suitable alternative.
"We could still use the design that we already have because that design could be put anywhere, it doesn't have to be Browning Street," she said.
Cr Chapman said council could sell the Alder Street land and sub-divide it for a number of new attractions on the site, to be built along with the aquatic centre.
She said "a lot" of the contamination had been removed from the site.
