He backed up his fourth place in Tuesday's time trial, by again finishing fourth in stage two 119.9km race between Strathgordon and New Norfolk on Wednesday.
Sam Crome finished 13th, 48 seconds behind stage winner Wesley Sulzberger.
Norris' Drapac teammate Darren Lapthorne crossed the line in 15th place.
Bendigo cyclist Chris Hamilton was in 56th place.
Stage three of the tour will see riders race from Launceston to Grindewald.
The race is 93km and begin at 10.30am on Thursday.
