Adam Nicoletti and Steven Bishop from the Bendigo Corner Store and Cortille Cafe's Locky Dougherty and Chantel Lyons were selected as finalists, with an overall winner set to be announced in two weeks time.
State project manager Pam Jewson said competition had been fierce.
"The standard was really high and contestants were very competitive," she said.
"The judges said they were really impressed with the overall standard of the competition."
Contestants were required to serve four expressos, four milk-based and four filter brew coffees in the time of 12 minutes.
Ms Jewson said competitors were judged on the technical aspect of making coffee, taste and flavour.
She said coffee making was taken to a "whole new level".
The winner of the Bendigo region will compete at a state competition later in the year.
