Sergeant Della Nihill said it was the result of a brawl involving three men outside Tony's Restaurant on High Street, Bendigo, about 6pm.
She said the three men had continued fighting despite being warned to break it up three times.
One of the men, a 30-year-old Huntly man, was was taken back to Bendigo police station to sober up but later released with a penalty notice for being drunk and exhibiting behaviour in a riotous manner.
Police treated a second man at the scene for capsicum spray exposure.
A man caught drink driving on the Calder Highway near Lockwood on the weekend was almost four times over the legal limit.
Sergeant Nihill said Bendigo Highway Patrol intercepted the man about 6pm following reports of an erratic driver.
She said following preliminary breath testing, the 32-year-old man was taken back to Bendigo station where he blew a reading of 0.191.
"It is one of the highest readings I've heard of in a while," Sergeant Nihill said.
"He was almost four times over the limit."
She said it was "really disappointing" that the message about drink driving was still not getting through.
Sergeant Nihill said she was also disappointed to see a "large number" of burglaries around Bendigo recently.
She urged people to remember to lock up their vehicles and remove valuables from their car, especially with the move into warmer, summer months.
"As it gets closer to summer, we tend to find more offenders start moving around," she said.
"We tend to find an increase in crime in warmer months.
"Now's the time to be vigilant."
