The Australian off-road motorcycling champion won every ride but one to be crowned the 2014 champion.
The 21-year-old was first ahead of Whitten Kawasaki Echuca riders Matt Ryan and Dylan Leary, who finished in second and third places respectively.
Bendigo Motorcycle Club's Peter Clarke said Milner was untouchable and deserved the win on Sunday.
Clarke said this year's Ravenswood Cup was the best yet.
"It was a fantastic day," he said.
"It was one of the best events we had held because there was so many national riders competing."
About 210 riders took part in the race, which is the Bendigo Motorcycle Club's biggest annual event.
Held at the Moto-x Park in Ravenswood, riders from across the country took part in the competition.
Bendigo Motorcyle Club's Chris Gray said the iconic event continued to change each year.
"Not only does the calibre of riders get better every year, we get better every year," he said.
"We refine the way we do things, we do a lot more preparation on the track and at the end of the day it makes it better for everyone."
Hundreds of spectators also filled through the gates to watch the riders in action on both Saturday and Sunday.
Gray praised the efforts of the junior participants, he said they were racing at incredible speeds.
"The juniors are unbelievable," he said.
"We have the junior MX nationals on in a week's time, which is the best in Australia and half of those guys are here this weekend.
"(The event) has been practice for them."
Gray thanked the members of the club who worked tirelessly over the past three weeks to get the track organised.
Bendigo's best finish for the day was 23-year-old Jake Salt in the C-grade class.
Salt is in his third year of racing.
Clarke hoped the event would again be bigger and better in 2015.
"If it is as good as this year, it will be awesome," he said.
As part of the Ravenswood Cup, funds raised from the day would be donated to charity.
Clarke said about $10,000 was raised, of which a large portion would be given to the Kiwanis Club of Bendigo, an organisation dedicated to supporting disadvantaged children.
He said some funds would also go towards helping two local schools' energy breakthrough challenges.
