Released last Wednesday, the 2013-14 report shows in the past year V/Line did not once meet PTV's minimum punctuality targets for regional trains, set at 92 per cent.
As a whole, V/Line regional train services for the year arrived on time 87.5 per cent of the time.
According to the report, punctuality was lowest in April this year, with only 82.7 per cent of regional train services arriving on time.
October and November were V/Line's best performing months, with 90.7 per cent of services arriving on time.
The report suggests ongoing Regional Rail Link works, including those on the Bendigo line, contributed to the service provider falling short of its punctuality targets.
When it came to reliability, or the delivery of scheduled services, V/Line fell just short of its full year target of 98.5 per cent at 98.2 per cent, but exceeded PTV's minimum target of 96 per cent.
V/Line monthly performance figures for August 2014 indicate 99.5 per cent of Bendigo line services ran as scheduled and 93.4 per cent ran on time.
