The year 12 student had nerves of steel to claim her fourth state title from five attempts.
Woolley was the overall champion at the North East Zone trials last month and went on to compete at the state event at the Bendigo Gun Club in Woodvale.
The 17-year-old was tied with Cohuna Secondary College's Stephanie Peatling at the end of the final round.
They had each shot 27 out 30, which meant the duo would force a shoot-off.
Tied again after a further five shots, the students then shot another five targets.
Woolley was then crowned champion after her opponent missed two shots.
"I was happy that I won, but I was disappointed with my score," she said.
About 60 students competed at the state event, with Lilydale High winning the best school team.
Student Jack Clerke was the overall champion.
Woolley is now eyeing the state titles in November and then the National championships in Wagga Wagga in 2015.
