Monckton will join party president Daniel Nalliah at the La Trobe University Visual Arts centre where he will speak about "climate change and the importance of protecting the unborn".
Mr Nalliah said the general public can attend the event and ask Monckton questions afterwards.
"Anybody can come and listen to him - people also have a right to have a say and can question him after the speech," he said.
"Of course if they stop him from being able to talk or are completely disruptive, there will be security there."
The Rise Up Australia Party was formed in 2011 with a focus to "specifically... oppose multiculturalism" and ran a candidate in the electorate of Bendigo at last year's federal election.
Mr Nalliah said the party was not opposed to the Bendigo mosque proposal.
"We believe in the importance of keeping Australia Australian and walking away from policies of multiculturalism. On the same token, we are not opposed to the mosque," he said.
"People have the right to establish places of worship, provided it is within the limits imposed by the government. It is up to the government to monitor the teachings within the mosque."
The party was expected to announce a candidate for one of the Bendigo seats for the upcoming state election.
Mr Nalliah will also outline a preferential alliance formed between the Rise Up Australia Party, the Democratic Labour Party and the Australian Christians.
The event runs from 5pm to 7pm this Friday.
