A proposal for a 61-lot subdivision at Kangaroo Flat, the Rosalind Park Master Plan, an updated Bendigo Hospital redevelopment plan, and group accommodation at Belvoir Park Road, Ravenswood, will all be considered by councillors.
The Rosalind Park plan, which details a greener future of the popular area, is expected to be released for public comment.
Council says the integrated plan proposes a ‘mixed use’ park environment that retains a majority of structured recreation uses and increases the areas of passive parkland and the number of attractions throughout the park.
The report includes removal of fences from the park’s perimeter and internal sites, removal of underutilised buildings, the progressive reduction of onsite parking and increasing tree cover.
The subdivision planned for 340A High Street will feature fully serviced lots ranging from 300m2 and 941m2.
The creek that traverses the site will be contained within a public open space reserve and the lots will be arranged either side of the reserve.
Some native vegetation will be removed at the site to make way for development.
Two objections were received regarding traffic concerns.
"Upon consideration (the objections) don’t justify rejecting or altering the proposal," the report states.
"Overall, the proposed subdivision complies with the Planning Scheme and it is recommended that a permit be granted."
It follows approval of a multi-storey development in Kangaroo Flat in April this year.
The High Street subdivision includes 22 one and two bedroom dwellings.
Council officers said development would help provide new housing in terms of accessibility to employment opportunities, leisure and shopping facilities and public transport.
"It will provide a type of housing which is in short supply in Bendigo, while preserving neighbourhood character," the report stated.
Councillors will also consider the construction of six dwellings and use of land for group accommodation at Ravenswood.
The land is currently zoned farming and road zone.
Despite five objections, council officers say the proposal is a suitable use in the chosen location.
"Impacts to adjoining residential properties are not unreasonable and can be mitigated by conditions with respect to how the site is developed and managed," the report states.
The predominant land use in the area is low density residential.
An update on the new Bendigo Hospital development will also be discussed, as well as a Commercial Land and Activity Centre Strategy and the Eaglehawk Community Facilities Audit and Needs Assessment Report.
Meanwhile, council will seek an urgent meeting with Transport Minister Terry Mulder to discuss timetabling and service issues on the Bendigo train line.
Councillors will consider a motion from Cr James Williams raising concerns with the performance of V/Line passenger services.
Cr Williams said representatives from Regional Rail Link and V/Line had indicated that increased travel times caused by the electrification of the Sunbury line would remain indefinitely.
He said a lack of new rolling stock was having a major impact on the ability to increase services and timetable flexibility.
Concerns have also been expressed about the operation of the new hub at Footscray, which has replaced North Melbourne.
Cr Williams wants council to support neighbouring councils on the Bendigo line in advocating for improvements.
