Member for Bendigo East Jacinta Allan announced the election promise this morning, with several residents attending in support of the funding.
The Bendigo suburb, which has a population of 8000, has grown by more than 50 per cent since 2006.
Many parents have fought for upgraded intersections following fears for their children's safety.
Strathfieldsaye Traffic Management Working Party founding member Catherine Wilby said authorities have sat idle for years as traffic problems continue to worsen in the burgeoning community.
She was pleased with the announcement, but said there were several other intersections that also needed immediate work.
"Every day we see near-misses near the school and with a lot of hard work from students and local organisations, we now are making steps forward for a safer community," Ms Wilby said.
"It's great to see, of course, but there are still two other intersections that need to be upgraded.
The City of Greater Bendigo is undertaking a traffic study in the area to assess which areas need to be prioritised.
Fellow resident Damian Hurrell said it was great to see Labor take action.
"The intersection is worse than ordinary, it's dangerous," he said.
"It's scary and when you use it, you are taking your life into your hands.
"This was probably needed five years ago but the longer it is left, the worse it will get."
Ms Allan said Labor would also guarantee $1 billion to upgrade and repair dangerous roads across regional Victoria if elected.
