The Bloods finished on the bottom of the HDFL ladder for the second season in a row this year, but Arthur is determined to build a playing list that will ensure Elmore is a more competitive side next year.
"We are recruiting already, which is three months ahead of last year when the recruiting and everything else was so rushed," Arthur said on Thursday.
"We are looking to recruit an experienced assistant coach, with the view to him taking over the coaching role the year after.
"The recruiting we are doing is targeted to what we need, and that's big-bodied onballers, as well as key position players.
"Hopefully, with the recruits we'll get and the players we had this year, it will make us far more competitive next season."
