Sergeant Adam Woods of Bendigo police said about 7pm an Australia Post employee was collecting mail from the box and discovered the powder.
It was deemed suspicious and police were contacted.
"At the time yesterday, suspect white powder was discovered in a letter or document and raised concerns," Sergeant Woods said.
"As a result, police and CFA attended and cordoned off the area while the CFA tested the powder.
"The powder came back benign."
