The Bendigo Jockey Club will relocate its owners' room to the Sailors Guide room at a cost of $77,000.
Premier Denis Napthine visited the racecourse on Friday to announce the government will contribute $38,500 to the project.
Dr Napthine said the project will help the club continue to attract top trainers to its meetings.
"Owners pay the bills to the trainers, they buy the horses, and to provide great facilities for owners is a really great way to encourage more people to become involved in ownership," he said.
"The Bendigo Jockey Club improvement... will provide top quality facilities for owners and their guests, and this is a great opportunity for owners to get involved."
The Bendigo Jockey Club contributed $18,500 to the project.
Club chief executive officer Ian Hart said the new area will provide a number of benefits for the club.
"The new lounge will be bigger and a major step-up from the current facilities," he said.
"The new owners' lounge will also allow the club to provide another function room that can be utilised by community and other groups."
The Premier blew out birthday candles with a racehorse to celebrate the August 1 birthday of all Australian racehorses, and sang "happy birthday" with students from While Hills Primary School.
