Inspector Dixon says the bravery, compassion and random acts of kindness by ordinary people in the community had inspired him throughout his time.
He has seen many changes since joining the police force in 1987, noting the campaigns to tackle ice, alcohol and road trauma in Bendigo in recent years.
He said the main change for Bendigo was the population boost and the increase in traffic that brought to the town.
"This brings us challenges about how we resource our stations in the area," Inspector Dixon said.
"As far as policing goes, the recent focus towards tackling our ice problem certainly stands out, which will be on ongoing issue for us into the future.
"But alcohol is still our main issue as far as harm to the community."
He said he had seen huge change in emergency management, and believes the region is far better equipped to deal with large major emergencies than in the past.
