The aim of the plan is to break down barriers and promote participation by people of all abilities in all aspects of community life.
Campaspe Shire community care spokeswoman Emma Bradbury said residents could have their say at several community forums and pop up sessions at a variety of public places from mid-July to early August.
"Access and inclusion is about ensuring that people with a disability or other access issue are able to fully participate in their communities, whether that be accessing services, buildings or information," she said.
"The plan will also be an important vehicle to help us achieve long-term changes in attitudes and practices that may discriminate against people with a disability."
