The festival will coincide with the 2014 Bendigo Writers Festival.
The festival is an initiative of the Capital Community Connect a City of Greater Bendigo initiative.
Festival coordinator Maree Tonkin said the festival was a place where arts, business and community would collide.
"This new festival aims to encourage the broader community to connect with the local arts sector and a diverse program which features song writing workshops and readings," Ms Tonkin said.
"There is also a special festival satellite event planned for the Viewpoint Handmade Gallery that will showcase 30 artist and writers.
"Everyone is welcome to come along to the Bendigo Library and enjoy what is on offer at this inaugural festival.
"There will be something for everyone to enjoy."
The comprehensive Fringe Festival programs will be available from June 20.
They are available from The Capital Theatre or the Bendigo Library.
