Mr Allen has a 33-year association with the Lions Club - in both a local and international capacity.
He volunteers at Bendigo Health and is a life governor at Bendigo Home and Aged Care.
Mr Allen said he was humbled to receive the top award.
"With all the work we do out there, someone has to accept the award," he said.
"(The Lions Club) is a great organisation.
"The fact that we have been recognised is fantastic."
Mr Allen said he enjoyed helping out in the community and making a difference.
He said one of his greatest achievements was the establishment of accommodation for rural families at the Austin Hospital in Melbourne.
"It projects like these that really make a difference to people," he said.
"Being involved is great."
