The California Gully man was unaware that one of his tyres had blown and that he was driving around on a bare rim near Pall Mall and Hargeaves Street at 2.30am.
Sergeant Rosie Rowe said the 37-year-old recorded a blood alcohol level of 0.16.
"Officers picked him up after he drove past a brawler van that had its lights flashing," she said.
"Such was the level of his intoxication he had no idea the police were there or that he was driving around with a blown tyre.
"It is concerning he was driving in that state."
Sergeant Rowe said police were alerted to the car by the noise the rim was making on the road.
She said the man was fully co-operative when police questioned him.
The man will face court to answer drink driving and road safety charges.
