Victoria Country kicked off the titles by beating Victoria Metro at Sandringham's Trevor Barker Beach Oval by 15 points.
The Victoria Country team includes Bendigo Pioneers onballer Billy Evans.
This year's national under-18 titles will be played over six rounds.
Now in his third year as Victoria Country coach, Mark Ellis was Bendigo Pioneers coach from 2005 to 2011 in the TAC Cup.
