The bid resulted from a collaboration between several stake-holders from the local netball and business communities.
A spokesperson for the group told the Bendigo Advertiser the submission had been lodged on Monday and they were now awaiting Netball Victoria's next move.
NV general manager of netball operations Michelle Gerdtz declined to say how many applications they had received for the sole vacancy in the 2015 league.
She said a reference group was meeting on Wednesday afternoon to discuss the selection process, which could include interviews.
The reference group will make a recommendation to the Netball Victoria board, with an announcement expected in mid-July.
