The City of Greater Bendigo's proposed budget for 2014-2015 will invest $460,000 in a new preschool and maternal and child health centre in Strathfieldsaye.
The funds will go towards design and the start of construction.
Strathfieldsaye and districts community enterprise chairman Eddie Castle said parents and the preschool committee were keen to receive new facilities.
"It will increase the number of kids that will be able to go to kinder here," he said.
"I know a lot of parents who have to go elsewhere to get their kids into a kinder."
Strathfieldsaye mother of three Tanya Smith said the new centre would be positive for the growing community.
"More capacity for more services can only be good when there’s more families coming into the area," she said.
"It will allow them to run three-year-old kinder."
The centre will be located in Club Court, Strathfieldsaye and will be attached to the current sports centre.
It is proposed construction will start in the next financial year (2014-2015).
Mr Castle, a father of two, also welcomed $395,000 in the budget towards a playspace at Strathfieldsaye Recreation Reserve.
Meanwhile, Mrs Smith said rises in family day care fees would affect people with tight budgets.
The council plans to increase full-day childcare services from $105 to $109 per day.Weekly childcare services for children under three years will rise from $415 to $430.
