Senior Constable Dave Sanders from the Bendigo Highway Patrol said three occupants of the two cars were "shaken but had no visible injuries" and were being treated on scene by paramedics.
The incident happened on the corner of Marong Road and Eaglehawk Road, near the Greek Orthodox Church.
Senior Constable Sanders said a woman driving a blue Mazda was turning right into Eaglehawk Road from Marong Road, heading toward the city centre.
He said a 74-year-old woman driving a Ford Escape was driving along Eaglehawk Road heading toward Eaglehawk.
He said the 74-year-old woman drove through a red light and the two vehicles collided.
He said drugs and alcohol were not a factor in the crash and it was likely caused by a "lack of concentration".
He said the elderly driver of the Ford was in the car alone.
The Mazda was driven by a Bendigo woman whose age he did not know, and the woman's teenage daughter was a passenger.
Senior Constable Sanders said the elderly driver was from New South Wales.
Paramedics, the CFA and police are on scene.
Senior Constable Sanders said the elderly driver had not been charged.
