Haig goes into the fifth and final stage leading his nearest rival by 13 seconds.
The tour finale will be a 50km criterium at Queens Park from 1.15pm.
Haig and his Avanti team-mates dominated in Saturday morning's team time trial.
Oliver Kent-Spark won stage four on Saturday afternoon.
Racing for Health.com.au-Search2Retain, Kent-Camp won the 109km duel from from Clifton to Wellcamp Airport from Morgan Smith of CharterMason Giant Racing and Team Budget Forklifts rider Michael Cupitt.
Earlier this year Haig won the Young Riders title in the Tour Down Under and the Jayco Herald-Sun Tour.
The North Bendigo-based cyclist was third overall in the Jayco-backed tour.
Haig's feats earned a monthly award in the Bendigo Advertiser Sports Star of the Year award, which is proudly supported by Prime 7 and Bendigo Bank.
