The Bendigo Advertiser has been seeking answers for a week now on who gets to make the decision to give the refuge a green light.
So, what have we learned?
It's clear a lot of politicians are well aware of the project but no one actually wants to take responsibility for it.

We have learned everyone agrees this is a worthy project.
No one disputes that family violence is a critical issue that requires immediate attention.
We've seen figures that support the need for such a refuge.
It's been stated as fact that incidents of violence against women and children are rapidly rising, so this issue isn't going to go away.
Given all that, it's absolutely certain building this facility would be money wisely spent by any community-minded government.
All Annie North needs is for someone in power to make a decision.
Who will that be and, most importantly, when will that be?
