Mr Green said workers had put one coat of paint on the exterior of the structure, which once complete will rise 50 metres high.
"It is a massive job," he said.
"It's absolutely incredible.
"Everything you do with this building is very big, whether it be installing windows or painting - everything is big."
Mr Green said workers would finish painting, install windows and fit drainage over the next few months.
"By the middle of this year we plan to have an occupancy certificate on the main temple inside," he said.
"Then by September and October we have a (month long) course (at the Stupa).
"Hundreds of people are expected to come along and we are going to put them all in tents."
Mr Green said The Great Stupa was expected to completed by 2015.
He said valuable relics, collected over time, would be housed in the temple.
