Recruited by the Dragons after a premiership-winning run at Strathdale-Maristians, Howard polled 59 votes to win the Noel Turner Memorial best and fairest award.
He scored 462 runs and his spin bowling netted several wickets in the 2013-14 campaign for the Dragons.
Howard is a multiple winner of the BDCA's Cricketer of the Year award.
