Hall's day began with a 25-20 victory in the semi-final duel with Kyneton's Chloe Stewart, the Bowls Australia under-18 bowler of the year.
Warracknabeal's Edna Anderson advanced to the final after a 25-18 win against Angela Hackett from Loch and District.
Hall won the final, 25-13.
In the champion of champions pairs final, Bryce Young and skipper Brett Mahoney from Altona scored a 28-7 victory against Bundoora RSL's Adrian Marchioli and Nick McIntyre.
Semi-finalists in the men's pairs were Balnaring's Grant Stapleton and Adrian Johnson, and Wangaratta's Geoff Wilson and Ian Brimblecombe.
Quarter-finals in the state triples were played.
Teams through to Tuesday's semi-finals at 9.30am are the Brett Foley-skipped rink from Altona, Northern Gateway's John McCarron, Moama's Barry Brennan, and Mark Eckel from Murray Mallee.
Brennan, Greg Pettigrove and Glenn Dorward won 26-8 against Inverloch's Mick Coram.
Bowlers from Warrnambool, Lakes Entrance, Murray Downs and Fitzroy Victoria are through to the last four standing in the women's triples.
Winners in the semi-finals were Warrmabool's Kellie Bowles, 23-13; Chris Kool from Lakes Entrance, 17-11; Nan Pinney from Murray Downs, 22-7; and Nicole Shortis from Fitzroy Victoria, 19-8.
